Add three package config files for mbedtls, mbedcrypto and mbedx509.
Also update various project variables so the generated PC files have the
required data needed without hardcoding it everywhere.
This will help distros package the project following existing
conventsions between a normal and -devel package that includes the
headers and .pc files for pkg-config aware consumers.

Move the flags and find of Threads to root CMakeLists.txt, rather
than duplicate these everywhere. Make explicit linking of library with
PThreads use the same mechanism.

Building with clang ThreadSanitizer can now be done by setting the build
type:
cmake -D CMAKE_BUILD_TYPE:String=TSan .
(ThreadSanitizer is available in clang 3.2 and gcc 4.8, README.md states
that we test with clang 3.8 and gcc 5.4.)

The official spelling of the trade mark changed from all-lowercase "mbed"
to normal proper noun capitalization "Mbed" a few years ago. We've been
using the new spelling in new text but still have the old spelling in a
lot of text. This commit updates most occurrences of "mbed TLS":

sed -i -e 's/mbed TLS/Mbed TLS/g' $(git ls-files ':!ChangeLog' ':!tests/data_files/**' ':!tests/suites/*.data' ':!programs/x509/*' ':!configs/tfm*')
```
Justification for the omissions:
* `ChangeLog`: historical text.
* `test/data_files/**`, `tests/suites/*.data`, `programs/x509/*`: many
occurrences are significant names in certificates and such. Changing
the spelling would invalidate many signatures and tests.
* `configs/tfm*`: this is an imported file. We'll follow the upstream
updates.

Applied the same change as in mbed-crypto for using this as a sub
project with the IAR toolchain. Use __asm generic ,and avoid empty
enum. Avoid declaration of array with null size. This is a porting
of the original patch contributed to trusted-firmware-m.

For the MBEDTLS_CONFIG_FILE and MBEDTLS_USER_CONFIG_FILE variables,
check that they are non-empty and defined. This means they can be
unconditionally created in the cache, simplifying the CMakeLists.txt

When Mbed TLS is built as a TF-M subproject with a recent
enough version of cmake (i.e. 3.22), GNUInstallDirs complains
about LANGUAGES not being set in project when the short
signature is used. So make sure to use the normal signature,
i.e. set the LANGUAGES option explicitly

tests/src/ssl_helpers.c depends on functions defined
in library/*.c. If it's complied as an OBJECT with other c files,
cmake complains undefined reference in link stage under programs/.
Therefore, tests/src/test_helpers/ is created to hold c files with
dependency of library/*.c. Besides, tests/src/test_helper/*.c is
separated into another OBJECT, mbedtls_test_helpers, as sources
to build all test suite executables.
In addition, everest header directory is included in case
MBEDTLS_ECDH_VARIANT_EVEREST_ENABLED is enabled.

brings in branch coverage, which had only been added to Makefile.

Fixes an issue on Windows where when source and build directory are on different drives hard-linking
to files or directory fails as it doesn't work across filesystem boundaries. Note that symlinking is also
not possible because it requires administrator privileges on Windows.
The solution copies the files using the built-in cmake `configure_file(src dest COPYONLY)` command.
As this command only operates on files, if a directory is specified the files will be globbed recursively
and through symlinks.

If generation of files is turned off, and a file is missing, when
building in tree with cmake, you can end up with the generated file
being turned into a symlink to itself. This will also break any future
attempt at building with make. Fix this by testing if the file exists
prior to attempting to link it.
