This brings the number of tests skipped in test_suite_pkcs1_v15 in
test_psa_crypto_config_accel_hash_use_psa to 0.

We had a message in the data file, and were computing its hash in the
test function. It is more efficient (and simpler when it comes to
dependencies) to directly have the message hash in the data file.
It was probably this way because some test vectors provide the message
for the sake of all-in-one implementation that hash-and-sign at once.
But our API gets a hash as the input and signs it. In unit tests, this
should be reflected in the signature of the test function, which should
take a hash as input.
The changes to the .data file were done using the following python

The encrypt/decrypt cases don't depend on actually computing a hash,
just on information about it being available, and this information is
guarded by MBEDTLS_OR_PSA_WANT_xxx.

Having the whole .function file depend on SHA-1 was wrong: dependencies
in .function files are for compile-time dependencies all functions in
this file build just fine without SHA-1. It's just some tests cases that
do need SHA-1 at runtime, use dependencies on those specific tests in
the .data file then.
This reduces the number of cases skipped in this test suite in
test_psa_crypto_config_accel_hash_use_psa from 28 (all of them) down to
12 (those that actually use SHA-1 as opposed to no hash).

When MD is only used to compute a size, use md_internal.h instead.
When it's actually used to compute a hash, mark the test function as
depending on it. This is probably suboptimal in the long run, and we
might want to either adapt the code so that it can use PSA Crypto
instead, or just pre-compute the hash in the test data.

Where hashlen was previously ignored when the hash length could be
inferred from an md_alg parameter, the two must now match.
Adapt the existing tests accordingly. Adapt the sample programs accordingly.
This commit does not add any negative testing.

Replace calls to mbedtls_mpi_read_string() with a wrapper
mbedtls_test_read_mpi() when reading test data except for the purpose
of testing mbedtls_mpi_read_string() itself. The wrapper lets the test
data control precisely how many limbs the constructed MPI has.

If a fallback is not explicitly configured in the
mbedtls_test_rnd_buf_info structure, fail after the buffer is
exhausted.
There is no intended behavior change in this commit: all existing uses
of mbedtls_test_rnd_buffer_rand() have been updated to set
mbedtls_test_rnd_std_rand as the fallback.

Functional tests for various payload sizes and output buffer sizes.
When the padding is bad or the plaintext is too large for the output
buffer, verify that function writes some outputs. This doesn't
validate that the implementation is time-constant, but it at least
validates that it doesn't just return early without outputting anything.
- Separate string and hex parameter as unhexify is moved out of the function. It's input should only be hex.
- Fix test mbedtls_ccm_encrypt_and_tag that grows input message buffer with tag
- Add missing expected length parameter in ECP TLS tests
- Add deleted TEST_ASSERT and mbedtls calls that got removed in script based code generation
The main goal with these tests is to test the bug in question and
they are not meant to test the entire PKCS#1 v1.5 behaviour. To
achieve full test coverage, further test cases are needed.
