As a result, the copyright of contributors other than Arm is now
acknowledged, and the years of publishing are no longer tracked in the
source files.
Also remove the now-redundant lines declaring that the files are part of
MbedTLS.

Define MBEDTLS_STATIC_TESTABLE to mark code that is only exported for
test purposes. Since this is for internal library
use only, define it in a header in library/. Since there is no
suitable header, create one.
