Since generated files are no longer stored in the repository, they
don't need to be up-to-date before committing.

As a result, the copyright of contributors other than Arm is now
acknowledged, and the years of publishing are no longer tracked in the
source files.
Also remove the now-redundant lines declaring that the files are part of
MbedTLS.

The list in the pre-push hook was redundant with the list of `check_*`
components in all.sh, and unsurprisingly it was outdated.
Missing components were:
- check_recursion
- check_changelog
- check_test_cases
- check_python_files
- check_generate_test_code
