As a result, the copyright of contributors other than Arm is now
acknowledged, and the years of publishing are no longer tracked in the
source files.
Also remove the now-redundant lines declaring that the files are part of
MbedTLS.

Previously curves.pl tested with all elliptic curves enabled except
one, for each curve. This catches tests that are missing dependencies
on one of the curve that they use, but does not catch misplaced
conditional directives around parts of the library.
Now, we additionally test with a single curve, for each curve. This
catches missing or extraneous guards around code that is specific to
one particular curve or to a class of curves.

also set.
When running one of the try-multiple-configuration scripts, set
MBEDTLS_TEST_CONFIGURATION to a value that uniquely describes the
configuration.

Also:
* Change one comment in include/mbedtls/check_config.h.
* Change PERL to PYTHON in CMakeLists.txt.
Currently the top-level makefile deploys commands to both Mbed TLS and
the submodule. Running make in the "tests" directory builds only the TLS tests.
The top level CMake on the other hand does not have the "tests" target defined,
so it also cannot be used, hence the raw "make".
Tighten up the test options in all.sh, test-ref-configs.pl and curves.pl
to ensure the builds are strict for all warnings, warnings are treated
as errors, and that wherever possible builds are strict to the C99
standard. (Note that builds that use the Unix sockets API cannot be).
