a8d2ff3fdf Fix Msan failure with explicit_bzero 
On some platforms, including modern Linux, Clang with Msan does not
recognize that explicit_bzero() writes well-defined content to its output
buffer. For us, this causes CMAC operations to fail in Msan builds when
mbedtls_platform_zeroize() is implemented over explicit_bzero(). Fix this.

f52078f5a1 fix win32 ms time fail 
`GetSystemTimeAsFileTime` returns 100 nano seconds elapsed time,
not 100 micro seconds.

947fd3d6ea Implement ms time with GetSystemTimeAsFile time. 
There's a potential race condition with calling time(NULL) after
GetSystemTime().

We provide windows and posix implementation for it.
With MBEDTLS_PLATFORM_MS_TIME_ALT, user can provide
their own implementation.

cfeb70c6b9 gmtime: Remove special treatment for IAR 
Previous commits attempted to use `gmtime_s()` for IAR systems; however,
this attempt depends on the use of C11 extensions which lead to incompatibility
with other pieces of the library, such as the use of `memset()` which is
being deprecated in favor of `memset_s()` in C11.
