ssl-opt.sh: Auto-skip tests that use files if MBEDTLS_FS_IO unset

This should allow to run ssl-opt.sh successfully in the default
configuration minus MBEDTLS_PEM_PARSE_C minus MBEDTLS_FS_IO.
