compat.sh: avoid running duplicate test cases for PSK

With the introduction of PSK_TESTS,
 - Either `compat.sh -V NO` or `compat.sh -V YES` runs the PSK tests
 - `compat.sh` or `compat.sh -V "NO YES"` runs PSK tests only once
