Add <call_site_file_id> to INLINE and remove <file_id> from INLINE_ORIGIN

This is the dump_syms side change on
https://chromium-review.googlesource.com/c/breakpad/breakpad/+/3232838/.
This fixes incorrect source file names when a inlined function's source
file name is different from its parent's.
