<function>glIsEnabled</function> returns <constant>GL_TRUE</constant> if <parameter>cap</parameter> is an enabled capability
and returns <constant>GL_FALSE</constant> otherwise.
Initially all capabilities except <constant>GL_DITHER</constant> are disabled;
<constant>GL_DITHER</constant> is initially enabled.
