Only the cc-wrapper supports this right now, but these may be reused by
other wrappers, builders or setup hooks.
cc-wrapper supports the following flags:
* fortify
* stackprotector
* pie (disabled by default)

* strictoverflow

* relro
* bindnow
$glibc/lib/gconv/ISO-2022-JP.so has an RPATH of `$ORIGIN' so that it
can find glibc/lib/gconv/libJIS.so; `$ORIGIN' should not be filtered
out of the RPATH).
