treewide: use runtimeShell instead of stdenv.shell whenever possible
Whenever we create scripts that are installed to $out, we must use runtimeShell
in order to get the shell that can be executed on the machine we create the
package for. This is relevant for cross-compiling. The only use case for
stdenv.shell are scripts that are executed as part of the build system.
Usages in checkPhase are borderline however to decrease the likelyhood
of people copying the wrong examples, I decided to use runtimeShell as well.

bd01fad0ed Captialize meta.description of all packages
In line with the Nixpkgs manual.

A mechanical change, done with this command:

  find pkgs -name "*.nix" | \
      while read f; do \
          sed -e 's/description\s*=\s*"\([a-z]\)/description = "\u\1/' -i "$f"; \
      done

I manually skipped some:

* Descriptions starting with an abbreviation, a user name or package name
* Frequently generated expressions (haskell-packages.nix)

c556a6ea46 * "ensureDir" -> "mkdir -p". "ensureDir" is a rather pointless
function, so obsolete it.
